After the updated list of countries, this still isn’t clear whether this still affects dual citizens.

2025/03/30

As of writing this in 2025/03/30 there is no official ban on Canadian dual citizens even from one of the listed banned countries. The executive order that went into effect at the beginning of the Trump’s second term on 2025/01/20 states that after a 60 day period the state department will provide further recommendations on travel ban, and that travel restrictions will resume as they were before Biden’s reversal on 2021/01/20. One of the key things here is that there was not a ban on Canadian dual citizens in the previous iteration of the travel ban, as was confirmed by the NSA advisor Michael Flynn at the time.

However, in practice what is happening is that Canadian citizens that are originally from these nationalities are facing higher scrutiny by CBP. Which is leading to cases of long screenings, and Canadians dual citizens from banned nations being asked to withdraw their application of entry (not the same as a denial).

Executive Orders vs. Presidential Proclamations

Authority wise executive orders have the same checks and balances as presidential proclamations. They differ based on the audience, where executive orders are directed towards people within government and proclamation are directed to those outside government. This distinction means that proclamations are seen as legally “weaker”, however they have broader scope because they can be issued against the entire nation, which includes government employees, as well as individuals - source.
