Context and Problem Statement
Devices were a top-level folder with a single inventory file. Looking up devices is a thinking/reference-mode action. Top-level placement was inconsistent with the mode-based structure.

Devices/at top-level. - Put Devices under
Atlas/People/-equivalent slot.
Decision Outcome
Chosen option: “Atlas/References/Devices/”, because devices are reference material; References lives inside Atlas; therefore Devices nests there. Three-level nesting is acceptable because Quick Switcher makes path depth irrelevant for retrieval. Consistency with mode-based design wins.
